Project Overview:

Bechtel and Deloitte (Submarine Workforce Industrial Base (SWIB) procurement prime contractor) are partnering with the US Navy on a one-of-a-kind opportunity to streamline and optimize the submarine production process and develop a national strategic functional dry docks plan across the US. New submarine production is critical to the Navy and Nation and ship building plans call for greater production (by tonnage) than at any point since World War II. To meet this demand, the Navy is working with industry and the shipbuilders to support capital investments required to provide ship building and repairs facilities optimization, and industrial equipment to meet this surging demand. The U.S. Navy SWIB procurement will develop strategies to streamline facility builds or accelerate its investments in existing shipbuilding facilities, footprint, and machines/fixtures to achieve the 1 Columbia Class and 2 Virginia Class submarines per year production rate while also sustaining the existing fleet. This project spans several supporting activities and sub-objectives, in close partnership and coordination with the prime Blueforge Alliance, NAVSEA 04, the 4 public Navy shipyards, General Dynamics Electric Boat, and Newport News Shipbuilding. The following list are activities and objectives that are the focus of this project:

  • Develop a national strategic functional dry dock plan across public and private shipyards.

  • Determine both a near term critical equipment modernization roadmap and a long-term equipment modernization lifecycle.

  • Generate and implement strategies to accelerate current shipbuilding facility expansion.

  • Implement shipbuilding facility layout changes to optimize production and decrease shipbuilding and maintenance timelines.

  • Assist shipbuilders in determining methodologies for reducing inventory space requirements.

Job Summary:

Supports the project controls cost team in reporting to management and various internal/external stakeholders on progress and performance for the project. The position will support the team in creating, planning, and facilitating review and approval of project cost reporting.

This position will be full-time teleworked and will require travel of 25-30% of the year, which entails site visits to the various shipyards across the United States and in-office visits to Reston, VA. The position is contingent upon project award.

Major Responsibilities:

  • Interfaces with designated Bechtel management and client counterparts for cost presentations.

  • Prepares and presents cost engineering information.

  • Coordinates information input into studies. Evaluates study results and recommends conclusions for project team consideration and discussion.

  • Reviews and analyzes comparisons of scope, quantities, performance, and cost data.

  • Creates and implements measurement systems for established processes, analyzes performance metric results, and identifies improvements.

  • Identifies trends and supports the change control program.

  • Develops timely and competent trend cost estimates.

  • Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identified areas of risk.

  • Coordinates pricing structure or criteria to be used by each discipline or specialty to meet the objectives of cost estimates and control.

  • Assists in developing unit job hour and pricing data, including estimating parameters, factors indices, productivity, and craft distribution reference data, etc., based on analysis of Bechtel, project, and industry experience.

  • Performs data analysis, identifies issues, and makes recommendations.

  • Develops productivity basis to be utilized in estimates, as developed in concurrence with Construction.

  • Reviews labor estimates for reasonableness.

  • Supports the timely andcompetent performance of cost control activities.

  • Supports cost recording, monitoring, and reporting practices for compliance with applicable standards accuracy and consistency.

Education and Experience Requirements:

  • Bachelor’s degree and 5 - 8 years of experience, or 9 - 12 years of relevant work experience.

  • This role requires a facility-specific clearance that requires U.S. Citizenship.

  • Must be able to complete and pass a pre-employment drug screen and background check including verification of employment, education, and travel.

  • Must be able to obtain a site security badge for access to the worksites.

Required Knowledge and Skills:

  • Demonstrated ability to plan, organize, perform, review, and present cost engineering and cost estimating products with minimal supervision using a high level of professional judgment and knowledge.

  • Skilled in oral and written communication.

  • Knowledge of engineering and construction management is customarily acquired over time through specialized instruction or practical experience.

  • Advanced proficiency with Microsoft Excel data analysis functions.

  • Experience in Project Controls with an advanced level understanding of Project Controls general technical skills and tools.

Minimum Qualifications:

  • Advanced level knowledge and work experience with ANSI 748 compliant Earned Value Management System on a DOE or DOE project.

  • Knowledge of engineering, procurement, material and craft performance methods and reporting (e.g., EPPR, BPS, COCO, and establishing and effective QURR process).

  • Proficiency with cost processor software (e.g., EcoSys, COBRA, etc.)

  • Experience with change management such as baseline change proposals and trending.

  • Flexibility to respond to urgent project requests and/or changing priorities.

  • Experience in multiple Project Controls roles and disciplines or other functions.
